At their meeting on October 19, 2009, the Mayor and Council adopted a resolution authorizing installation
of new stop signs at the intersection of S. Locust Street and E. Frazier Street, one on the southwest corner on the S. Locust Street and one on the northeast corner on S. Locust Street. The Town of Smyrna is accepting applications for the part-time position of Library Clerk I.
Completed applications must be received by November 9, 2009 to be considered. Job duties include, but are not limited to, assisting patrons in routine selection and location of books and materials, repairing books, processing new books. Must possess knowledge of clerical procedures, must work well with public, must be able to lift and move weights up to 60 pounds, must have high school diploma or equivalent, must pass criminal background check. This position is 28 hours per week with evening hours required. The Planning and Zoning Commission of the Town of Smyrna will meet in the Council Chamber
of Smyrna Town Hall, 27 S. Market Street Plaza, Smyrna, Delaware, at 6:00 PM on November 18, 2009. Purpose of the meeting is to review and give citizens the opportunity to ask questions and offer comments on the Updated Comprehensive Plan. Interested parties are invited to attend and comment.
At their meeting on October 19, 2009, the Mayor and Council approved the first reading of Ord. No. 006-09, and ordinance to amend the town code
of the Town of Smyrna to add a new Chapter 50 “Peddlers and Solicitors”. Two additional readings are required for final adoption. This ordinance prohibits peddling and soliciting on properties where signs are posted prohibiting such actions and requires that peddlers register at the Town Hall prior to conducting business in town. Additionally the ordinance creates a violation for failure of a peddler to remove him or herself from the premises he or she has been asked to vacate. At their meeting on October 19, 2009, the Mayor and Council waived the three-reading rule and adopted Ord. No. 007-09, an ordinance to amend
Chapter 22 of the town code of the Town of Smyrna by adding a new Article III Emergency Operations Plan. This ordinance adopts and allows for implementation of the town emergency operations plan which will allow for coordinated emergency operations throughout the town prior to, during, and after a disaster situation. The ordinance grants powers to the senior elected official of the town which may be implemented in the case of disaster as defined by the ordinance. The ordinance also allows for amendments to the plan to be made by simple resolution and imposes penalties for violation of the ordinance or any order issued by the senior elected official pursuant to the ordinance. The U.S. Dept. of Health and Human Services has sent $10.6 million to the state of Delaware to assist low income families with heating and cooling costs.

The Town of Smyrna is accepting sealed bids from qualified, independent contractors until 2:00 PM on November 20, 2009 at which time they will be publicly opened and read in the Conference Room of Smyrna Town Hall, 27 S. Market Street Plaza, Smyrna, DE.
Bid envelopes must be clearly marked “Sealed Bid – South Street Utility Project”. A MANDATORY pre-bid meeting will be held at 10:00 AM on November 3, 2009 in the Conference Room at Smyrna Town Hall, 27 S. Market Street Plaza, Smyrna, Delaware. A bid bond in the amount of 10% of the bid price is required. Scope of work includes installation of approximately 3,282 lf of 8” ductile iron water main, 2,230 lf of 10” PVC SDR 26 sewer main, replacing water services, sewer laterals, removing existing water and sewer services, installing curbing, handicapped ramps, and roadway replacement. This project is subject to State of Delaware Prevailing Wage Rates and Davis Bacon Wage Rates (the higher rate for each job classification). This project is funded by a CWSRF loan from the State of Delaware’s DNREC. In addition, this project is funded by the Office of Drinking Water Federal ARRA Funds. Bidders must comply with the Delaware State Revolving Fund Program’s Minority and Women’s Business Enterprise (WBE/MBE) requirements. Bidders must also comply with the President’s Executive Order No. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Beginning October 20, 2009, Town crews will be operating our leaf machine on a regular basis. Beginning that date and until further notice, leaves may be raked to the curbside for pick up.
This vacuum machine is designed to pick up ONLY leaves. Please do not include branches or yard waste in your leaf piles. We ask for your patience and cooperation. Due to the quantity of streets and leaves, the crew is unable to accommodate special requests for pick up. Please be assured that the crew will devote as much time as possible to this important service.
