The Town of Smyrna operates under a Council-Manager form of government. Under this form, the Council is responsible for legislative functions such as establishing policy, passing ordinances, and developing a vision for the town.
The Town Manager is responsible for the administration of town affairs and for implementing the policies enacted by the Town Council. They oversee each department, mange town staff, administer funds, and advise the council.
See this brochure (PDF), provided by the International City/County Managers Association, to learn more about Council-Manager governments.
