Overview
The Town of Smyrna operates under a Council-Manager form of government. Under this form, the Council is responsible for legislative functions such as establishing policy, passing ordinances, and developing a vision for the town.
The Town Manager is responsible for the administration of town affairs and for implementing the policies enacted by the Town Council. They oversee each department, mange town staff, administer funds, and advise the council.

About the Town Manager
Torrie James serves as the Town Manager for the Town of Smyrna, overseeing all municipal departments and ensuring that the policies and priorities set by the Town Council are carried out effectively. He guides town staff, manages daily operations, and supports the delivery of reliable, high-quality services for our community.
Before becoming Town Manager, Torrie served as Smyrna’s Chief of Police. His background in public safety and community leadership provides a strong foundation for building trust, strengthening communication, and supporting responsive service across the organization.
Torrie brings a collaborative, community-first approach to his role. He works closely with residents, businesses, and regional partners to support responsible growth while preserving the small-town values that make Smyrna a welcoming place to live, work, and do business.
